EXECUTIVE COMMITTEE MEETING MINUTES Sunday, 16 November 2003 VENUE: Waikato Indian Community Hall, Hamilton Meeting commenced at 12.30pm.
Present Members: Prithipal Singh, Ashok Darji, Ratilal Champaneri, Kishor Morarji, Amrit Vasan, Naginbhai.G. Patel, Harshad K Patel, Hasmukhbhai Chhagan, Balubhai Mistry, Jerambhai Dullabh, Nanu (Paul) C. Patel, Paul Singh Bains. Life
Members: Jagdishbhai Natali, Chhotubhai Sima, Thakorbhai Parbhu, Shantiben Parbhu, Maganbhai Ranchhod, Harbans Singh Randhawa. NZICA President, Prithipal Singh welcomed all the members to Waikato. He requested all members to stand and to observe two minutes silence. - Sarwan Singh Passed away. Item 3 Apologies: Dayalbhai Kesry, Mohan Mistry, Bhukhanbhai Parbhu, Ishvarbhai Rambhai, Bharatbhai Bhana, Parshotam Govind, Parbhubhai Prema. Moved - Naginbhai.G.Patel/Paul Singh Bains-Carried. Item 4 The Minutes of the last Executive Committee Meeting Hosted by Pukekohe Indian Association on Saturday the 2nd of August 2003 at Pukekohe Indian Community Hall tabled and read by General Secretary, Ratilal Champaneri. Correction/Additions: 1. Page 1 to add Puspaben Lekinwala's name under present member. 2. Page 1 to correct name spell of Dr Jacqueline Leckie. The minutes were adopted as a true and accurate record of proceedings following the above corrections was made to the minutes. Moved - Jagdishbhai Natali/ Harshadbhai. K Patel. - Carried. Item 5 Matters Arising out of the Minutes: 1.Ram Lila : It was advised by the High Commission that the Ram Lila show is cancelled. Prithipal Singh advised the members that he had urged the High Commission to reschedule the show. Possibly Mid February 2004 or 1st week of March 2004. All branch Presidents express their views, also recommend that the show should be interpreted in English language and should provided with written materials. 2. Historical Brochures: Maganbhai Ranchhod advised the members that the Historical Brochures are ready.20, 000 broachers are printed for all affiliated branch to use. President thanked the committee for producing wonderful brochures. Total cost $3037.50. 3. Historical Booklet Data : Harbans S Randhawa and Thakorbhai Parbhu mentioned to the meeting that relevant information for the book is very slow coming from the branches. Ganges Singh suggested that to ask all branch association Presidents that they must provide the required information by end of December 2003. 4. Wider Representation : Naginbhai G Patel - "Vishwa Dharma Prasaar Yatra " was well organized and well attended. 5. Customary Adoption: Letter to be follow up later 6. Workshop by WINZ: Balubhai Mistry raised and asked about the out come on workshop by WINZ in Manakau. In response to that Maganbhai Ranchhod advised that they did not require any help as they are already training their staff by giving them in house training. Item 6 Correspondence: Item 7 Financial Report: It was presented by Ratilal Champaneri.
Moved by Ratilal Champaneri seconded by Hasmukhbhai Chhagan that report presented to be accepted and endorsed for any outstanding payments.-Carried. Item 8 - Approval of draft copy of 77th AGM report. The Draft copy of 77th AGM report was sent to all the branch association prior to the executive meeting. Correction's to report was approved and to be printed and distributed. 1 Central District Indian Association 2 Country Section NZ Indian Association 3 Maganbhai Ranchhod - Life Member 4 Puspaben Lekinwala - Women Forum Coordinator With the correction made the report was approved for final to be print and distribute to all affiliated branches according to their affiliation fees. - Carried. Item 11 - Sub Committee Reports: 1 Constitution Sub - Committee: Report was presented by Amritbhai Vasan. The final draft copy with all the amendments as discussed and passed by the committee was presented and the copies of the document given to all Branch Association's at the meeting. Maganbhai Ranchhod added that we have been discussing the document for several years and we have gone through the document with fine tooth comb clause by clause. Ganges Singh added and suggested that to send memorandum of understanding to all branches and get them to sign and return the copies of the constitution and than to register the same. Jagdishbhai Natali raised the concern that it was agreed and approved the constitution at the AGM by all the branches including Wellington Indian Association than why this document not registered. The letter from Wellington Indian Association dated 6th August 2003 was read by Amritbhai Vasan. After a lengthy debate over the matter the motion was put forward by Maganbhai Ranchhod. Motion That NZICA write to Mr. Van Dalzier to obtain his professional opinion on whether the New Constitution which was passed with the necessary majority by the AGM is valid in view of minor changes made and approved unanimously by the executive committee the night before, and explained to the AGM before voting. 1. New Constitution was circulated to all branches. 2. The voting at AGM 59 for it and 3 were against. 3. The amendments done by the Executive Committee and shown highlighted in the attachment. Motion moved by Maganbhai Ranchhod seconded by Jagdishbhai Natali. Motion was carried by majority. # 1 against. 2 . Wider Community Representation: Detailed report on wider representation was presented by Naginbhai G Patel. The branches to provided the details of associations in the same interest in their area. 3. Immigration Report: Detailed report on Immigration was presented by Ganges Singh. Ganges Singh enlightened the members on change in General Skill and Partnership policy. For work visa 1357 application had been lodged 900 application's were approved. There were 1633 student's visa was approved. Meeting Adjourn for afternoon tea break at 3.10pm and re convene at 3.45pm. 4. Women's Forum Report: Detailed Women's Forum Report was presented by Puspaben Lekinwala. The first Women's conference to be held in Bay Of Plenty in February 2004. The relevant information had been sent to all affiliated branch Association. So far following associations have responded with the list of attendees. 1 BOP - 4 2 Auckland - 10 to 15 3 Pukekohe - 4 to 6 4 Taranaki - 1 5 Country Section - 1 The payment of $500 was approved by NZICA towards the Women's Conference. The Global Immigration & Emmigration Services Ltd also pledge $500 sponsorship towards the Women's Conference. 5. Human Rights/Race Relation: Thakorbhai Parbhu gave report on Human rights and Race Relation and requested all branch association if they have any concern, issues to bring it up. Race Relation: The situation is deteriorating very fast. In the past we had small numbers arriving in NZ, now the arrival number is large. The businesses migrants are flashing their money causing jeoulsy and envy therefore local Maori's feel threatend in their own country. Item 12 - Telephone Directory: Update was given by Ashokbhai Darji. So far the information required is submitted by following branches, Christchurch, Taranaki, Central District, B.O.P. and Country Section. The following branches were requested for the listings by 15th December 2003 were Auckland, Pukekohe, Wellington and Manukau. Ashokbhai Darji also requested for at least one advertisement from each Branch Association. Print master would like to use NZICA Historical Brochure to include with his letter to other parties seeking advertisement etc. Item 10 - Life Membership: Maganbhai Ranchhod read out the required criteria from the constitution prior to the nomination were put forward. Voting by ballot paper. Valid voting were 12 from the committee present 2/3rd majority required for the nomination to be put forward at the AGM. Two scrutinizes were appointed and they were Harbans Singh Randhawa and Ravjibhai Uka. There were four nominations and they are as followed, 1 Daulat Singh Bindra's nomination was come from country section on 22nd September 2003. Nomination was seconded by Ganges B Singh. Resume for Daulat Singh Bindra read out by Prithipal Singh. Voting took place. The result 8/4 2/3rd majority achieved hence Daulat Singh Bindra's nomination to be forwarded at the AGM for consideration. Voting paper to be destroyed moved by Harshad K Patel / Paul Singh Bains. 2 Maniben Naik's nomination was put forward by Ratilal Champaneri seconded by Paul Singh Bains. Maniben's Resume read out by Ratilal Champaneri. The nomination was accepted to be referred back at the next Executive meeting. 3 Ukabhai Chiba's nomination was put forward by Prithipal Singh and seconded by Ashokbhai Darji. The reason being that as Jagdishbhai Natali as Life Member don't have voting rights and Constitution does not allowed him to nominate person's name or no clear clarification whether none voting member can nominate any in executive meeting for Life Membership. Ukabhai's Resume read out by Jagdishbhai Natali. The nomination was accepted to be reffered back at the next Executive meeting. 4 Amritbhai Vasan - The Executive already voted last year, therefore the name should go forward at the AGM moved by Naginbhai.G Patel seconded by Maganbhai Ranchhod.
Item - 13 & 14 Next meeting and conference: to be held on 2nd and 3rd April 2004 in Palmerston North. Item - 15 General Business: 1. High Commission - The High Commissioner Mr. Bal Anand retiring and NZICA should forward vote of thanks for his help and support during his term. 2. Historical Brochure - All branch Association should put their stamps and distribute them to the members. 3. Naginbhai G Patel trying to obtain $1200 returns Airfare from Air India. 4. Grievances - Ad hoc Committee/ Investigation Committee was formed the names are as followed: Naginbhai G Patel, Ganges Singh, Amritbhai Vasan, Maganbhai Ranchhod, Prithipal Singh and Thakorbhai Parbhu. 5. Bhagvad Katha - on 12th December 2003 the Bhagvad Katha will be performed by Prafulbhai Sukla and Party. The Katha hosted by Wellington Indian Association and all branch Association were invited and if any members would like any help including accommodation etc. to contact Nagainbhai G Patel. 6. Branch transfer and membership issue to be discussed further in next meeting. 7. Women's Refugees - Pukekohe Indian Association was going to look in to the matter.Balubhai Mistry raised concern about Women's abuse. Ganges Singh suggested to make submission to Govt. on Women's problem in today's Society. Puspaben Lekinwala - Women's group already looked at the issues and more education required. 8. Harassment at the Mumbai Airport, Adopted children and Visitors traveling in Visitors Visa- Jagdishbhai C Natali. Matter to be taken up with The Minister of Internal Affairs and Minister of Foreign Affairs, of the Indian Govt, with a copy to Customs/Passport Office in Mumbai and copy to the Indian H/C in Wellington. 9. Ganges Singh to write a letter to Ministry of Health. Vote of thanks By Vice President Ashokbhai Darji.Sincere thanks to Waikato Indian Association for providing venue and for hosting the Executive Meeting. $250.00 donation was given towards meeting expenses.
